The 1985 Electra standard speedometer contains a quartz mechanism. Buick is pleased to announce an exchange repair program for quartz speedometers on the 1985 Electra. This program provides repaired quartz speedometers in exchange for inoperative ones at a cost substantially below new replacement parts.
Quartz speedometers are serviced by the exchange units listed below.
(AN EXCHANGE UNIT IS AN ASSEMBLY CONSISTING OF A DIAL, POINTER, MECHANISM, AND CIRCUIT BOARD, TWO ODOMETERS, A MOTOR, SHIFT INDICATOR, AND FUEL GAGE, ASSEMBLED TO A "DUMMY" HOUSING. THE HOUSING HAS NO FLEXIBLE CIRCUIT, CLIPS, LAMPS, ETC.; ITS SOLE FUNCTION IS TO PROTECT THE REST OF THE EXCHANGE UNIT DURING SHIPMENT. TWO SCREWS ALONG THE TOP OF THE EXCHANGE UNIT HOLD ALL COMPONENTS IN PLACE.)

An exchange quartz speedometer may be obtained by telephoning one of eight service centers. (For your convenience, all have toll-free numbers.) The requested exchange unit will be shipped via UPS within 24 hours, along with a memo billing. The memo billing will be canceled when the inoperative unit is received by the service center from which you obtained the exchange unit.
Please adhere to the following procedure when a vehicle requires dealer service for an inoperative quartz speedometer.
1. Follow the diagnostics procedure in the Service Manual precisely and completely. Many doubts perceived by the observer to be in the speedometer may be with remote the sensors and connectors. Proper diagnostics will identify the source of the condition and avoid unnecessary removal and shipping of functional assemblies to service centers.
2. When diagnostics are complete and it is determined to be in the speedometer, call one of the service centers, and request the appropriate exchange unit. Tell the service center the mileage to which the odometer should be set.
3. After the exchange unit is received from the service center, remove the inoperative speedometer from the instrument cluster.
4. Remove the exchange unit from the reusable shipping container. Remove the "dummy" housing from the exchange speedometer, and assemble the speedometer to the instrument cluster. Use care in handling the exchange unit. Hands must be free of dirt and grease. Avoid touching electronic components on the circuit board, as electro-static discharge can cause some components to fail.
5. Assemble the inoperative speedometer to the "dummy" housing and pack it in the reusable shipping container, together with all five copies of the completed ACD-1078 warranty form. Include a description of the speedometer condition in the "Nature of Condition" area of the AM-1078 form to assist the service center in isolating the cause. Failure to return the inoperative speedometer in the special reusable container can result in a $10.00 container replacement fee.
6. Enclosed in the reusable container is an addressed shipping label. Attach this label to the outside of the box and ship immediately to the service center from which you obtained the exchange unit. The dealer copy of the AM-1078 warranty form will be returned to you and the memo billing canceled upon receipt of the inoperative unit at the service center.
The success of the Quartz Speedometer Exchange Repair Program is dependent upon prompt return of the inoperative speedomter to the service center.
