The upper bearing is not seated in the housing.

Seat the bearing in the housing. Refer to Steering Column Jacket - Disassemble - Off Vehicle and Steering Column Jacket - Assemble - Off Vehicle .

The upper bearing inner race seal is missing.

Replace the inner race seal. Refer to Steering Column Jacket - Disassemble - Off Vehicle and Steering Column Jacket - Assemble - Off Vehicle .

The support screws are loose.

Tighten the support screws to the specified torque. Refer to Fastener Tightening Specifications .
